Marlin Workforce Services may be a new company, but it is built on established industry experience. Founder Palmer Packer has worked within the H-2 programs since 2020.
Her background spans high-volume H-2B filing operations, multi-state applications, workforce strategy, and regulatory compliance, giving employers a partner who understands both the details of each filing and the bigger picture of seasonal workforce planning.

The Marlin Legacy
Marlin brought Palmer and Shawn Packer together through a chance meeting on a South Tampa dog beach. The life they built from that moment, including witnessing the impact of seasonal employment on families in Jamaica, helped shape the mission behind this company. Marlin passed in 2026 at age 16. His name carries on in every employer relationship we build.
